Free Bull City WiFi
I just noticed that Eat at Joe's includes a link to this City of Durham webpage announcing free municipal wifi in the five points area. I have no idea of how long this has been available, but it seems like the service has been flying under the radar for some time. I think this is more evidence of the city's good efforts to be progressive and forward thinking, as well as the problems with publicity that the city continues to struggle with. I've never lived in a place that has so many good things, but many of which I only know about long after the fact.
I wonder if the city plans to add more hot spots in the future?

I have used the Durham free wireless. I have also used a couple other open networks in the downtown area. Is it dangerous to get on other people's open networks?
It could be dangerous, but unless they know you're using their signal and have malicious intentions, I would put the chances at somewhere between being hit by lightening and being hit by a meteor.
My personal philosophy is that it is incredibly easy to encrypt a signal, so if someone has an open network, they are essentially welcoming use, and there are quite a few people who purposefully leave their signal open for exactly that reason. I don't poach very often, but since I don't do illegal or offensive things online, I assume permission and feel free to help myself. Out of courtesy, though, I avoid any activity that may bog down their system, like downloading large files, watching movies, etc.
